Pakistani applicants are rarely stopped by eligibility. They are stopped by paperwork — an unattested degree, a name that reads differently on the passport than on the transcript, a TB certificate from the wrong clinic, or a bank statement that misses the 28-day rule by two days. The rules themselves are public and passable. The documents are where applications die.

This guide covers the two rules that decide whether a role can be sponsored at all, the attestation chain and what changed when Pakistan joined the Apostille Convention, the English exemption a large share of Pakistani graduates qualify for and never claim, the separate and much longer route for doctors, and how to recognise the fraud that targets Pakistani jobseekers specifically.

The two rules that decide everything

A UK employer can only sponsor you if two separate things are true, and most rejected applications fail one of them before anyone reads the CV.

The employer must hold a sponsor licence. The Home Office publishes a public register of licensed sponsors. If a company is not on it, it cannot sponsor you regardless of how well you fit — and no agent can change that. Holding a licence is also not the same as being willing to use it for a particular hire, which is a separate decision, usually about cost.

The role itself must qualify. Since 22 July 2025 it must sit at RQF level 6 — graduate level — and pay the higher of £41,700 or the going rate for its occupation code. Nothing in a job advert tells you which roles clear this, which is why so much application effort is wasted.

The going rate is the number people forget. Applicants check the £41,700 headline, see an offer of £43,000 and relax — then discover their occupation's going rate was £46,000 and the offer never qualified. You need whichever figure is higher. Health and education roles on national pay scales are assessed against those scales instead, which is why a Band 5 nurse qualifies on a salary that would fail the general test.

Attestation: what changed, and what still applies

This is where most Pakistani applicants lose months, and where most online guidance is now out of date.

Pakistan joined the Hague Apostille Convention in March 2023. The old chain — attestation followed by consular legalisation at a foreign mission — has been replaced for member countries by a single apostille issued by the Ministry of Foreign Affairs. Guides still describing embassy legalisation are describing a process that no longer applies, and following them wastes a trip to Islamabad.

What has not changed is the domestic chain that comes first:

  1. University verification. Your institution confirms the degree and transcript.
  2. Higher Education Commission attestation. HEC verifies the degree against its own records. This is the step that takes real time, and it is worth doing before you have a job in play rather than after.
  3. IBCC attestation for matriculation and intermediate certificates, where a regulator or employer asks for them.
  4. MOFA apostille, which is now the final step for use in the UK.

Note that the visa itself does not usually require attested documents. Professional regulators and employer screening do. The GMC, NMC, HCPC and most engineering and accountancy bodies verify qualifications at source, and UK pre-employment screening will ask for proof of previous employment with exact dates. Start the chain early; it costs little and it is the difference between an offer that completes and one that collapses.

Name consistency is the quiet killer

Pakistani records handle names inconsistently in ways that generate queries at every stage, and a query costs weeks.

  • Your CNIC, passport, degree and experience letters must agree exactly. A middle name present on one and absent from another is a discrepancy.
  • Father's name appears on some documents and not others. Where a regulator asks for it, the spelling must match.
  • Names transliterated differently across documents — Muhammad and Mohammad, Ul Haq and Ulhaq — are treated as different names by a screening system.
  • Where a degree was awarded in a maiden name, carry the marriage certificate with the file rather than being asked for it later.

Fix these now, in Pakistan, where the issuing authorities are reachable. Fixing them from the UK is considerably harder.

The English requirement, and the exemption most people miss

Skilled Worker applicants must prove English at B2 on the CEFR scale. Pakistan is not on the list of majority-English-speaking countries, so many applicants assume a Secure English Language Test is unavoidable.

Often it is not. If your degree was taught in English and ECCTIS confirms it meets the required UK level, that can satisfy the English requirement without a test. A very large share of Pakistani university teaching is in English, so a meaningful proportion of applicants qualify and pay for a test anyway.

Two cautions. Check your specific institution and course rather than assuming, because the assessment is of your individual qualification. And if you are heading for a regulated profession, the regulator's English standard is usually much higher than the visa's — see the doctors section below. Prepare for the higher standard and it covers both.

Doctors: a longer route, and worth planning as one

Pakistan sends more doctors to the UK than almost any other country, and the sequence is nothing like an ordinary job application.

You cannot practise without GMC registration, and that comes before any employment. The usual path:

  1. Primary medical qualification recognition. Your medical college must be listed in the World Directory of Medical Schools with the relevant GMC-facing note. Check this first — it is a yes-or-no question and everything else depends on it.
  2. English at the GMC standard. IELTS Academic 7.5 overall with no component below 7.0, or OET grade B. This is well above the visa requirement and is where most people lose time.
  3. PLAB 1. Written, and sittable in Pakistan — Karachi, Lahore and Islamabad have been used as centres.
  4. PLAB 2. Practical, and held only in Manchester. You travel for it, usually on a standard visitor visa, and places book out months ahead.
  5. Registration, then a job. Trusts sponsor on the Health and Care Worker visa, which carries lower fees and no Immigration Health Surcharge.

Realistically, this is an eighteen-month to two-year project from a standing start. Nurses face a comparable structure through the NMC — CBT in Pakistan, OSCE after arriving — with an English standard of IELTS 7.0 or OET B. In both cases, registration, not immigration, sets your timeline.

Where the sponsored roles actually are

Sponsorship follows scarcity. UK employers absorb the cost when they cannot fill a role domestically.

  • Healthcare — doctors, nurses, radiographers, pharmacists and allied health, all gated by registration as above.
  • Technology — software engineering, cloud and DevOps, cybersecurity, data engineering and SAP. Pakistan's software export sector has worked to UK and US standards for years; name the clients and standards explicitly, because a UK manager will not know your employer.
  • Engineering — civil, structural, mechanical, electrical and process. The Pakistan Engineering Council is a Washington Accord signatory, which makes accredited Pakistani engineering degrees straightforward to assess against UK requirements.
  • Accountancy and finance — ICAP, ACCA and CFA all carry well, and ACCA in particular is widely held in Pakistan and directly recognised in the UK.
  • Academia and research — universities recruit internationally as routine and run the most practised sponsorship processes of any UK employer.

One route is closed and it matters here. Overseas recruitment into care worker and senior care worker roles ended on 22 July 2025. It was the route most heavily marketed to Pakistani applicants, and it is now the most common subject of fraud. Clinical healthcare is unaffected.

Look beyond London. Manchester, Birmingham, Bradford, Leeds, Glasgow and Nottingham all have licensed sponsors, at a fraction of London housing costs, with established Pakistani communities and materially less competition for the same roles.

Phrases worth searching, and the ones that save you time

UK employers write about sponsorship inconsistently, and searching only the exact words “visa sponsorship” hides most of the market. Search for “Skilled Worker sponsorship available”, “Certificate of Sponsorship available”, “sponsorship may be considered”, “we are a licensed sponsor” and “relocation support”.

Believe the negatives, because they save more time than the positives gain: “applicants must already have the right to work in the UK” and “we are unable to provide visa sponsorship” mean precisely what they say.

The fraud that targets Pakistani applicants

No nationality is targeted harder, and the schemes are consistent enough to be listed.

  • Selling a Certificate of Sponsorship. This is the big one. Paying an employer or an agent for a CoS is unlawful, and the Home Office has revoked sponsor licences and curtailed the visas of people who paid. You lose the money and the status. A genuine sponsor issues a CoS because they are hiring you, and charges nothing for it.
  • Care worker offers. That route closed in July 2025. Anyone still selling it is either uninformed or dishonest.
  • Advance fees for “processing”, “training”, “visa fees” or “employer deposits” paid before any contract exists.
  • Job offers from employers not on the sponsor register. The register is public and free to search. Check it yourself; do not accept a screenshot.
  • Attestation agents promising to shortcut HEC. The verification is against HEC's own records and cannot be shortcut; a shortcut means a forged document, which ends your prospects permanently.
  • Pressure to send original documents or pay quickly.

The single best defence costs nothing: look the employer up on the sponsor register before you send anything at all.

Practical points that decide refusals

  • The TB test is mandatory. Pakistan is on the list of countries requiring a tuberculosis certificate for visas over six months, and it must come from a GOV.UK approved TB test clinics — a certificate from any other clinic is not accepted. It is valid for six months, so take it before you apply, not after.
  • Maintenance funds and the 28-day rule. Unless your sponsor certifies maintenance on the Certificate of Sponsorship, you must hold £1,270 for 28 consecutive days, with the closing balance dated within 31 days of applying. A balance that dips for a single day resets the clock. This causes more avoidable refusals than any other single requirement.
  • Police character certificate. Required for some regulated roles and some visa categories. Obtain it early.
  • Employment evidence with exact dates. UK screening compares your CV against your documents. Approximations that were fine at home become discrepancies here, and unexplained gaps will be asked about.

Five mistakes that cost Pakistani applicants most

  1. Paying for a Certificate of Sponsorship. Unlawful, and it costs you the money and the visa.
  2. Leaving HEC attestation until an employer asks. It is slow, it is cheap, and nothing stops you starting today.
  3. Booking IELTS without checking ECCTIS — or booking to the visa standard when a regulator needs 7.0 or 7.5.
  4. Breaking the 28-day maintenance rule by moving money between accounts during the qualifying period.
  5. Checking £41,700 and stopping, when the going rate for the occupation code is the governing number.

Once you have an offer

What the employer does next sets out what your employer is doing during the quiet weeks after you accept, and how long a sponsored visa takes covers the stages and what each authority actually publishes. A Skilled Worker decision from outside the UK is usually made within about three weeks of biometrics, and you can apply up to three months before the start date on your Certificate of Sponsorship.

Do not resign until the visa is granted. Not when you accept, not when the CoS is issued, not when you apply.

Frequently asked questions

Do I need HEC attestation for a UK work visa?

Not usually for the visa itself. You will need it for professional registration and often for employer screening, so treat it as a prerequisite for the job rather than for the visa.

Is embassy legalisation still required?

No. Pakistan joined the Apostille Convention in March 2023, so a MOFA apostille replaces consular legalisation for UK use. Guidance describing embassy attestation is out of date.

Do I need IELTS?

Not necessarily for the visa — a degree taught in English and confirmed by ECCTIS can satisfy the B2 requirement. Regulated professions are different: the GMC wants 7.5 and the NMC 7.0, or OET grade B.

Can Pakistani doctors work in the NHS?

Yes, and many do. You need GMC registration first, which normally means PLAB 1 in Pakistan and PLAB 2 in Manchester. Plan for eighteen months to two years from a standing start.

Are care worker jobs still available?

Not from overseas. That route closed on 22 July 2025, with transitional arrangements only for people already in the UK. Offers still circulating are fraudulent or uninformed.

Should I pay an agent to arrange sponsorship?

No. Paying for a Certificate of Sponsorship is unlawful and has resulted in revoked licences and curtailed visas. Legitimate advisers charge for advice, never for the sponsorship itself.

How much money do I need to show?

£1,270 held for 28 consecutive days, unless your sponsor certifies maintenance on the CoS. The balance must not dip below that figure at any point in the 28 days.

Where do I take the TB test?

Only at a clinic approved by the Home Office; certificates from other clinics are rejected. The approved list is published on GOV.UK and the certificate lasts six months.

Can I apply from Pakistan, or must I already be in the UK?

You apply from Pakistan. Licensed sponsors recruit from overseas and remote interviewing is standard. You travel once the visa is granted.

Where to start

Start the attestation chain this week — it is slow, cheap and independent of everything else. Check whether ECCTIS can spare you an English test, or book to your regulator's standard if you are in a regulated profession. Get your CNIC, passport and degree names into agreement. Then apply only where the employer is on the sponsor register, the role is graduate level, and the salary clears the higher of the two numbers.
