Canada runs the opposite way round from the UK and the Gulf. There is no employer to persuade first, no sponsor licence to verify and no salary threshold to clear. Its main route scores you on your own profile, grants permanent residence, and lets you find work afterwards as a resident.
For Filipino applicants there is a second difference that matters just as much, and almost nobody states it plainly: Canada still has doors for work the UK has closed. Britain now requires graduate-level roles for sponsorship and shut overseas care recruitment entirely in July 2025. Canada continues to select trades, caregiving and service occupations through provincial streams and dedicated pilots. If the UK told you there was nothing for you, that is a statement about the UK.
Express Entry: no job offer required
IRCC Express Entry is a ranked pool rather than an application. You submit a profile; it is scored by the Comprehensive Ranking System, and IRCC invites the highest-ranked candidates to apply for permanent residence. Most applicants enter through the Federal Skilled Worker program, which needs skilled experience, language results, a credential assessment and proof of funds โ and no Canadian employer at all.
One change to know about. Until March 2025, a valid job offer added 50 or 200 CRS points. Those points were removed. A job offer now adds nothing to your ranking. This gutted the trade in bought LMIA offers that targeted Filipino jobseekers among others โ anyone still selling one for CRS purposes is selling something both unlawful and now worthless.
Trades and service work: what Canada keeps open
This is where Filipino applicants are most consistently misinformed, because guidance written for the UK market does not transfer.
Federal Express Entry favours graduates, but it is not the only door. Provincial streams select for provincial labour needs, and several accept occupations that would never qualify for UK sponsorship โ food service supervision, hospitality, long-haul trucking, agriculture, construction and manufacturing roles among them. Manitoba, Saskatchewan, Alberta and the Atlantic provinces have all run streams of this kind.
Skilled trades are targeted directly through category-based draws โ welders, electricians, plumbers, HVAC technicians, heavy equipment mechanics, industrial millwrights. Canada is genuinely short of these people, and Filipino tradespeople with Gulf or shipboard experience are strong candidates who routinely assume they are not eligible because they hold no degree.
If that describes you, the Federal Skilled Trades program and the provincial routes are your question, not the graduate stream.
Caregiving: closed in Britain, still open here
Given how heavily caregiving has been marketed to Filipinos, this deserves precision.
The UK shut overseas care worker recruitment on 22 July 2025, and it has not reopened. Canada has not done the same thing. It has instead run a sequence of caregiver programs โ the old Live-in Caregiver Program, then the Home Child Care Provider and Home Support Worker pilots, and more recently home care worker pilots offering permanent residence on arrival rather than after a qualifying period.
Two cautions, and they are important. These programs open and close, and intake caps fill extremely quickly โ sometimes within days. And the terms differ substantially between versions, particularly on whether permanent residence comes immediately or later. Check the current status on canada.ca directly rather than relying on any agency's description, including guidance written months ago.
What has not changed is the rule that matters most: you should not be paying anyone for a caregiving placement.
Nurses: the licensing path differs from the UK
Filipino nurses are the largest group of internationally educated nurses in Canada, and the process is not the one you may have researched for Britain.
- National Nursing Assessment Service. You open an NNAS application and your PRC licence, transcripts and practice evidence are verified at source. This is the slow step and it comes first.
- Provincial regulator. Nursing is licensed province by province. The regulator reviews your NNAS report and decides what, if anything, you must do to bridge the gap. Requirements differ between provinces, so this influences where you should settle.
- NCLEX-RN. Canada's registration examination, and it can be sat in Manila at a Pearson VUE centre.
The contrast with Britain is worth understanding. In the UK, you sit the CBT at home and the practical OSCE after you arrive, with an employer arranging it. Language: your advantage, used properly
Filipino applicants generally score well in English, and language is the most points-dense part of the CRS. Two practical points.
Book IELTS General Training, not Academic. Express Entry does not accept the Academic module. CELPIP is also accepted but less widely available in the Philippines.
Aim for CLB 9 โ roughly IELTS 8 in listening and 7 across the rest. That threshold unlocks a large block of points including skill-transferability bonuses, and for most Filipino applicants it is genuinely reachable. The difference between adequate and strong here is often the difference between sitting in the pool and being invited.
If your score still falls short, French is the largest remaining lever. French-language category draws have repeatedly had cut-offs a hundred points or more below the general rounds, with extra CRS points on top. Alliance Franรงaise operates in Manila, and you need neither fluency nor Quebec.
Money and documents
You must show proof of funds โ around CAD 15,000 for a single applicant, more with family, revised annually โ unless you hold a valid Canadian job offer with authorisation to work. It must be liquid and transferable: property and business equity do not count, and borrowed money is not permitted. Official bank letters covering six months are expected. Confirm current figures in IRCC proof of funds requirements.
Your qualifications need an Educational Credential Assessment, usually through World Education Services, and the delay is your school releasing documents rather than the assessment itself. Alongside it:
- PRC licence and board certificate, current and not lapsed.
- Transcript of records, requested directly from your school.
- PSA birth and marriage certificates on security paper.
- NBI clearanceย and police certificates from any country you have worked in โ which for Filipino applicants frequently means the Gulf, and those take time.
- Apostille where required. The Philippines joined the Hague Apostille Convention in 2019, so DFA apostille replaced the old red-ribbon authentication. Guides still describing red ribbon are out of date.
- Name consistency across passport, PRC, PSA and employment records. Middle names and maiden names are handled inconsistently across Philippine documents, and every mismatch produces a query.
Choosing a province, and why community matters
A provincial nomination adds 600 CRS points, which effectively guarantees an invitation. The Provincial Nominee Program is the mechanism, though allocations were cut sharply for 2025, so nominations are scarcer than older guidance suggests.
Filipino applicants have a real advantage here that is worth using deliberately. Canada has one of the largest Filipino communities in the world, concentrated in Manitoba, Alberta, Saskatchewan and British Columbia. Winnipeg in particular has a long-established community and Manitoba has historically been among the most accessible provincial programs.
This is not sentiment. Provinces select for retention โ they want people who will stay โ and several streams weigh existing connections to the province, including relatives already settled there. If you have family in Manitoba or Alberta, that is a strategic fact about your application, not just a comfort.
Leaving the Philippines: OEC or CFO?
This is the part no Canadian guide covers, and getting it wrong causes problems at the airport.
The Philippines regulates the departure of its own nationals, and which process applies depends on how you are leaving:
- Going as a contract worker โ on a work permit. You are an overseas Filipino worker. The Department of Migrant Workers route applies: a verified employment contract and an Overseas Employment Certificate, checked by immigration on departure. If you were hired directly rather than through a DMW-licensed agency, additional approval is required, so start early.
- Going as a permanent resident. You are an emigrant, not an OFW. The Commission on Filipinos Overseas route applies instead: registration with the CFO and attendance at the pre-departure seminar, producing the emigrant registration that is checked at the airport. You do not need an OEC for this, and people waste weeks pursuing one.
Confusing the two is the single most common Philippine-side error on this corridor. Establish which one you are before you queue for anything.
Recognising the fraud
- Placement fees for healthcare or caregiving roles. Prohibited under Philippine law. A fee request is a reason to stop, not to negotiate.
- Buying an LMIA or job offer. Unlawful, and since March 2025 also worthless for your score.
- Agencies not on the DMW licensed list. Check the register yourself rather than accepting a screenshot.
- Consultants not on the CICC public register. Only a regulated Canadian consultant or a Canadian lawyer may represent you for a fee.
- Guaranteed invitations. Draws are score-ranked and published. A guarantee is a lie.
- Caregiver programs described as permanently open. They are capped pilots that fill in days.
Five mistakes that cost Filipino applicants most
- Assuming Canada is graduates-only, and never looking at trades or provincial streams.
- Booking IELTS Academic when Express Entry requires General Training.
- Chasing an OEC when you are emigrating as a permanent resident, where CFO registration applies instead.
- Waiting for a caregiver pilot to reopen without a parallel plan, when intake caps fill within days.
- Not checking provincial nursing requirements before choosing a province, since they differ and the difference can be a year.
